Registration to Top Training Broker

Top Training Broker offers two distinct types of registration: Register as a Buyer and register as a Provider / supplier.

Buyer Registration

Buyer registration is free and available to individuals with responsibility for the purchasing or procurement of Training and Development (T&D), Learning & Development (L&D) or Human Resource Development (HRD) related services or products. We reserve the right to verify all registrations and deny registration to any persons who do not satisfy the required criteria. We also reserve the right to change or vary any criteria at any time.

Registered users agree to provide all required information and it is their responsibility to ensure that these details are accurate and correct at all times. We reserve the right to verify all user information and suspend access to anyone providing fictitious or inaccurate details.

We do not endorse the services offered by registered providers or accept any liability or responsibility for any inaccuracies in any information which they provide about themselves or their business. We also take no responsibility for the actions of any third parties, businesses or individuals which a buyer enters into a contract with. Responsibility for verifying provider/subscriber/member details and agreeing contracts remains at all times with the user / member. We strongly recommend that you do this prior to award or agreement of any contracts. 

Buyer Projects

Buyers are entitled to post any Learning and Development (L&D) related need as a project on our website which registered providers / suppliers can view and reply to. All projects must be defined accurately and not mislead or misrepresent the requirement or their respective business/organisation. Buyers agree to view a minimum of two project replies and to contact a minimum of one provider regarding their project reply. Buyers are not obliged to award the project to any of the providers but agree at all times and for all projects to confirm to us the outcome of all project postings and, where appropriate, to confirm award of business, agreed value, fee, price for service / product. Users also agree to provide any other reasonable information requested by us relating to the project, including but not limited to, reasons for not awarding a project to a TTB member, feedback on user experience and user satisfaction surveys.

Projects may not be amended, cancelled or retracted once submitted and prior to the stated reply deadline. This is because providers will invest time and effort in viewing and replying to your project posting. We therefore expect buyers to take all reasonable steps to ensure that projects will be commenced. Users can re-post a project.

Buyers can post any L&D related need as a project but must ensure at all times that each project is accurately defined. Our interpretation of a contract opportunity is “a definite need for specified work or provision of a product or service for which the buyer has allocated abudget and will pay a fee”. Users must ensure that any other postings such as "prospects", "capability builds", "partnering" or other must be clearly stated as such.

Buyers agree to have sole responsibility to notify providers who are contacted via our website of any alterations to the nature, terms, timeframe or value of your posted project(s). We accept no responsibility or liability for failures to communicate changes or alterations.

Buyers agree that if requested they will either a) deduct the specified value of commission payment owed to Top Training Broker Limited by a provider if that provider has failed to make the payment to Top Training Broker Limited by the agreed date or b) withold all payment to the provider until Top Training Broker Limited confirms that commission payment has been received. 

Provider registration

Provider registration requires the payment of a subscription fee to Top Training Broker and is available to individuals or companies or businesses which provide Training and Development (T&D), Learning & Development (L&D) or Human Resource Development (HRD) related services or products. All subscription fees are payable in advance and must be made electronically using a valid debit / credit card. Registration is not guaranteed and we reserve the absolute right to verify applicant’s details and refuse registration to any persons or business entities that do not satisfy our required criteria. We also reserve the right to change subscription and registration terms and conditions at any time. We will take reasonable steps to notify existing subscribers of any changes to these terms.

Providers agree to pay a subscription fee and 10% commission to Top Training Broker on all projects, contracts, and service and product provision of £500 or over exclusive of VAT won via use of our website. This includes viewing and replying to any projects posted by users.

Subscription options

Top Training Broker offers L&D providers / suppliers a number of subscription options which can be viewed on the website.

All subscription periods commence on day of registration and first payment to us.

The commission payable is based on the agreed contract value as provided to Top Training Broker by the user (buyer). This may differ from the value stated on the project listing. Contract values for which commission is payable are exclusive of travel expenses and are based on a “cost of providing or supplying the service or product basis”. We will issue an invoice to users which will state value of contract as provided by the buyer and value of commission owed to us. If you dispute the contract amounts then you must contact the buyer to resolve and request them to inform us. The buyer will then notify us of any amendments required. All commission payments are due to us within 5 calendar days of commencement date or provision or supply date of the service or product to the buyer as confirmed by the buyer / purchaser. Payment must at all times be made electronically via money / bank  transfer or credit / debit card. We will not accept cheques or cash. Any member who does not pay due commission on time will have their account suspended and we will initiate debt recovery procedures. We also reserve the right to notify the buyer of any such failures to comply with any of our terms and conditions and to request that the Buyer deducts the commission value from any payment(s) to the provider and forwards this amount  in payment to Top Training Broker Limited. 

There will at no time or under any circumstances be any refund of commission payments made.

Provider registration and subscription are based on calendar months / year.  We do not offer any refunds on subscription fees.   

Subscription rates are stated on our provider registration pages. We reserve the right to change these rates at any time. We will take reasonable steps to notify existing members of any changes to fees.

Replying to projects

Registered providers can reply to any project posted on our website. However, buyers will specify the project requirements on their posting and it remains at all times your responsibility to consider whether you meet any or all of their requirements before posting a reply. Any member found to be making false statements or attempting to contact buyers without the buyers consent will have their subscription revoked and no refund will be made on any fees already paid.

Providers are advised to only reply to projects which match their provider profile. You can maximise number of matching projects by regularly reviewing your profile and updating when necessary. We reserve the absolute right to check membership details including but not limited to: contact details, business address, company registration details, qualifications, testimonials and client lists. Any provider found to have made false or inaccurate statements will have their registration revoked. We also reserve the right to notify buyers of this action if we believe it to be in their best interests.

Providers cannot change, amend, revise or add to a project reply once it has been submitted. Therefore we advise all members to ensure that their intended project reply is complete before submitting it to the buyer.

Top Training Broker accepts no liability or responsibility for the cancellation, termination or any changes to the contract opportunity made after it has been posted as a project by a buyer. Nor do we accept any liability or responsibility relating to any agreements or contracts subsequently entered into between a buyer and provider.

It is at all times the providers  sole and absolute responsibility to agree terms of service with the buyer.

Top Training Broker will at no time and under no circumstances be liable for any costs incurred by either buyers or providers in the use of the Top Training Broker website or in the preparation, submission or consideration of project replies. Nor do we accept any liability at any time for any other losses, financial or otherwise, incurred by either provider or buyer.
